Committee appointed for Israel’s 2027 health basket
The Health Ministry announced that the public committee to expand the health services basket for 2027 was appointed on Sunday, October 25, 2026. It has a budget of NIS 650 million.
The committee will review hundreds of new medicines and medical technologies and recommend whether they should be included in the health services basket. Its assessment will take medical, professional, social and economic considerations into account. The aim is to expand the treatment options available to the public in Israel.
Health Minister Haim Katz said that in recent years NIS 650 million has been added to the health basket each year. He said the addition strengthens the state’s support for its citizens and will help reduce gaps in access to new medicines and technologies.
Health Ministry Director General Moshe Bar Siman Tov said the committee’s work affects many patients, for whom access to new medicines and technologies may improve quality of life and even save lives. He said the health system is committed to providing the public with modern, high-quality and equitable care. Committee members face complex decisions that require balancing numerous medical needs against limited resources.
The committee members are: Professor Dina Ben Yehuda, chair and head of the Hematology Division at Hadassah Medical Center; Professor Asnat Luxenburg, committee coordinator and head of the Medical Technologies, Information and Research Division at the Health Ministry; Dr. Dov Albukerk, deputy head of the Medical Division at Meuhedet Health Services; Dr. Suhair Asadi, head of the Nephrology Department at Rambam Health Care Campus; Dr. Lilach Dolev, chair of the Exceptions Committee and head of Health Basket Resources at Clalit Health Services; Professor Yigal Haas of the IVF Unit at Sheba Medical Center; Haim Hopert, acting head of the Health Ministry’s Economics, Regulation and Innovation Division; Yoav Hecht, health coordinator at the Budget Department of the Finance Ministry; Professor Shlomo Vinker, head of the Medical Division at Leumit Health Services; Professor Haim Lotan, innovation director at Hadassah Medical Center; Dr. Daniel Landsberg, medical director at Maccabi Healthcare Services; Professor Miriam Markovitz-Biton of Bar-Ilan University’s Faculty of Law; Rabbi Meshulam Nahari, a former minister in the Finance Ministry; Rabbi Yosef Zvi Rimon, head of the Sulamot, Shagririm Balev and LeOfek organizations; Tamar Chin, housing coordinator at the Finance Ministry’s Budget Department; Hadasa Relbag, founder of the Institute for Medical Engineering and Medical Equipment at Hadassah Medical Center; and Neriya Shtauber, acting deputy head of the Health Ministry’s Pricing, Budgeting and Planning Division.
“A strong public health system must enable patients to receive advanced medical care regardless of their financial means. In recent years, NIS 650 million has been added to the health basket each year. This addition strengthens the state’s response to its citizens and will help reduce gaps in access to new medicines and technologies. I thank the committee members for their willingness to put their experience and expertise to work for the health of the public in Israel.” “Behind the work of the health basket committee are many patients, for whom access to new medicines and technologies may improve quality of life and even save lives. Israel’s health system is committed to providing the public with modern, high-quality and equitable medicine, and the committee’s work is one of the main tools for fulfilling this commitment. The committee members face great public and professional responsibility, requiring complex decisions and a balance between many medical needs and limited resources.
